History:

In 2006, NCC-FOO, in the implementation of its flagship project “Jumpstarting Electronic Governance in Local Government Units” or eLGU, established Community eCenters in island municipalities, one of which is a small islet from the Batanes Islands.

Geographically, the Batanes Islands are even farther north than Aparri. In terms of technology, the island has not made any significant headway. Although Smart and Globe have established communication lines in the municipality, their ICT resources are scant. The fact that electricity only runs 12 hours each day (noon to midnight) did not make the situation any better. Only the municipal government has computers and Internet connection.
