Participants of the basic computer literacy training held at Tabogon CeC in Cebu in June The recently launched Tabogon Community eCenter (CeC) in Cebu spearheaded its first few community activities in time for the National ICT Month celebration last June. Having received and installed their equipment package on June 9, 2010, Tabogon is another addition to the growing number of CeCs established and deployed nationwide. One of the CeC's very first activity was the launch of the first phase of its planned advocacy campaign to build up the computer skills of twenty-five local barangays through the Basic Computer Literacy training. In this training, participants are introduced to the operations of basic office applications, such as Microsoft Word and Excel, and the Internet. Participants are also required to create their own email accounts at the end of each training session. As of July 7, 2010, Tabogon has successfully trained fifty officials from ten barangays. |

The Association for Progressive Communications (APC) and the Association for Progressive Communications Women’s Networking Support Programme (APC WNSP) have recently published the Facilitators Guide for GEM (Gender Evaluation Methodology) Workshops.
The guide is currently in English, but according to Ms. Angela Marianne Kuga Thas of APC WNSP, French and Spanish versions will soon be released as well.
GEM was developed to fill a large gap in the information and communication sector. It is intended to provide a systematic method to evaluate whether ICTs are improving women’s lives and gender-power relations. Since GEM’s development, APC has organised over 30 GEM workshops with over 300 participants, and GEM has been presented in over 20 events, held around the world.
It will be recalled that the GEM approach was successfully piloted in the country in the Community eCenters of Bato, Leyte and Binalonan, Pangasinan.
APC is a non-profit organisation working towards providing easy, affordable and equal access to information and communication technologies (ICTs), while APC WNSP is both a programme within APC and a network of women throughout the world committed to using technology for women’s empowerment and equality.

Following its announcement in April this year of the termination of its free services, Ning, one of the leading social networking platforms, officially launched its new subscription plans last July 20. A one-month grace period is given to all network creators for them to either subscribe to one of the paid plans or move out of Ning completely. With this development, a lot of established Ning networks are affected, including our very own PhilCeCNet Online Community and Makato CeC . For those affected networks that do not have sufficient resources to pay for premium online services, this is definitely not the end of the road for there are several alternative solutions out there. Check out this blog entitled Ning Alternatives for Telecentre Networks. |
