Yes, the 5th Knowledge Exchange Conference for Community eCenters is in the works.

5th KEC logo Once again, we will be bringing together CeC knowledge workers and various stakeholders from all over the country to update on how far PhilCeCNet has gone over the past year, to provide opportunities for dialogue in order to identify areas of and processes for collaboration, to clarify and consolidate the roles and responsibilities of all players in the PhilCeCNet Committees and stakeholder groups to strengthen CeC operations, and to identify solutions and plan for more vigorous initiatives and shared opportunities to maximize the use of CeCs and realize the vision of PhilCeCNet.

The Philippine Community eCenter Network (PhilCeCNet) and the Commission on ICT (CICT) are now in the thick of preparations for the staging of the 5th KEC tentatively set in June. To ensure that the three-day conference will be highly productive for the various CeC stakeholder groups in the country, the KEC5 planning committee is launching an online survey to solicit suggestions or recommendations for possible session topics and resource persons.

Upi CeC spreads its reach to Datu Paglas Municipality

Upi is a municipality in the province of Maguindanao. Upi Community eCenter was the first eLGU CeC to be established. Since the CeC’s birth in 2004, the Municipality of Upi became globally competitive in terms of technology. It was months after Upi CeC started operating that Smart Telecommunications saw the need to extend their SmartBro services to Upi to cater to the rising demand for ICT-based services. Now they are serving five Internet cafes, 200 private residences, and several private and public schools in the locality.

Upi CeC offers services pretty much similar to those at the Internet cafes. But, on top of those, it also offers office automation tutorials, PC repair and maintenance, video and photo editing, and IT consultancy.

Now Upi CeC is about to spread its reach even farther as it establishes a partnership with Datu Paglas Municipality, Sultan Kudarat on its computerization efforts in collaboration with the Local Government Support Program (LGSP). The latter is headed by Project Officer Edgar Catalan.

National Competency Standards for CeC Knowledge Workers

The telecentre.org-Philippine Community eCenter Acdemy (tPCA) has finally released the National Competency Standards for CeC Knowledge Workers (NCS-CeC), a comprehensive document that defines the fundamental set of knowledge and skills that CeC managers and support staff should be able to demonstrate to assist and empower urban and rural communities to utilize information and communication technologies (ICT) for their access to basic social services and economic activities.

The NCS-CeC also serves as the basis for the development of courses to be offered by the tPCA (the capability building arm of PhilCeCNet), the accreditation of course partners and the certification of CeC knowledge workers, among others.
