CeCs: Why do some flourish while others don't?

Thanks to programs like telecentre.org and PhilCeCNet, Community eCenters or CeCs are popping up like popcorn around the country and even across the world, adding more and more people to the growing population of Internet users. Truly a Community eCenter is one of the best tools to solving the "Digital Divide" as it connects more people from the remote places of the country to the rest of the world. And we will see more CeCs soon as more Local Government Units have expressed their interest in hosting a CeC in their locality.

Looking back at the early CeCs, those that were established a few years ago through different initiatives, we can see that some have greatly flourished and have made a big impact in their communities. They became catalysts in the development and have literally improved the way of life of the community. But on the other hand, we cannot also look away from the CeCs that did not do well or those that are on the verge of dying a natural death. Why did this happen to some CeCs when others were able to grow and flourish? Is there still a chance to save them?

When we take a closer look at successful CeCs, we can see some common characteristics that enabled them to make a positive impact in their communities.

Promoting web accessibility awareness

It is interesting to know that accessibility to information exists in our lives and we lack the awareness and sensitivity towards the need to make information more accessible even to people with disabilities.

I suggest we do a little experiment. I usually open a browser, log on to my email account and check my mails, then I go check on what my co-workers, friends, and relatives are up to using some popular social network sites like Facebook, Friendster, or Multiply.  But this time do it with your eyes closed.

Whether we are physically challenged to read, listen or view available information or we are provided with the wrong information or such information is kept from our reach, inaccessibility exists.  For the physically challenged, where the web offers information in text format, how then should the blind utilize the web? How far am I supposed to travel in order to check my emails or gather relevant information or transact with government online?  

Congratulations to PhilCeCNet's sensitivity to such a requirement. The site was recently recognized by the Philippine Web Accessibility Group and the National Council on Disability affairs for being disabled-friendly with the inclusion of accessibility features.

July 6-10, 2009 marked the five-day telecentre.org-Philippine CeC Academy (tPCA) second pilot course in CeC Management I at the TESDA Women’s Center (TWC) in Taguig City. Twenty nine CeC manager scholars attended the training, bringing with them their learnings from the first pilot course, the Development Perspectives for CeC Managers.

CeC Management I was meaty and substantial for the CeC Managers in the delivery of their tasks in their respective CeCs.  The twenty-nine scholars who represent different CeC initiatives were dynamic and participative in all the topics discussed.

Every CeC is unique and has its own potential and I could sense how much the CeC managers who participated in the course were all eager to bring back home and apply the best practices of other CeCs.

A courseware that will help improve the Math and Science education of elementary students is now made available free of charge. It can be downloaded and installed easily and using it is just as simple. But you will need a flash player (which, by the way, is also free) to run it properly. 

The "Development of Computer-Aided Instructions for Science and Mathematics" project is being undertaken with a vision to improve Science and Mathematics education in the Philippines. The project is made possible through the collaboration of Science Education Institute (SEI) and Advanced Science and Technology Institute (ASTI) of the Department of Science and Technology (DOST).

In 2004, the Science Education Institute (SEI) approached the Advanced Science and Technology Institute (ASTI), with an idea. To enable schools take advantage of Information Technology (IT) in conducting classroom lectures. The plan was to optimize, streamline and standardize lesson presentation through the use of cost-effective and high quality solutions, which would then assist students to be more competitive, maximize and enhance learning through the use of this technology.
