National roadmap, network, academy, web portal for eCenters launched

Community eCenters and their sustainable future will be on center stage during the 4th Knowledge Exchange Conference on Community eCenters April 3-4, 2008 at the Heritage Hotel in Manila as four components of the Philippine Community eCenter Program are formally launched.

These components are:

  • The Philippine Community eCenter Roadmap for 2008-2010 which sets the direction for the growth and sustainability of CeCs with a vision of at least one CeC operating in each municipality of the country by 2010;
  • PhilCeCNet or the Philippine Community eCenter Network, the formal organization that brings together all CeCs initiated by different entities under one network with a common vision and direction;
  • telecenter.org-PhilCeC Academy which is a consortium formed to build the capability of CeC knowledge workers and provide CeCs nationwide a skilled manpower complement equipped to handle the challenges of content and operations;
  • CeC Web Portal which is the network’s cyber hub facilitating sharing and interaction between CeCs, government agencies and private partners involved in implementing the national CeC program.

The Roadmap lays out the challenges and priorities for 2008-2010 in the sectors of infrastructure, content development, capacity-building and development and management towards making CeCs self-sustaining and effective community growth catalysts.

The PhilCeCNet, on the other hand, rose from the perceived need highlighted by the 3rd KEC in 2007 for CeCs organized by different initiatives to come together in an umbrella organization to set a common path for all and strengthen CeCs through the sharing of skills and experiences. 

The telecenter.org-PhilCeC Academy will address the need to develop a manpower core of skilled and equipped CeC workers adept at developing CeC content and managing their eCenters and making these responsive and relevant to the needs of their localities. 

Overseeing the implementation of the Roadmap will be the Commission on Information and Communications Technology (CICT) in partnership with PhilCeCNet, telecenter.org, the telecenter.org-PhilCeC Academy, the Development Academy of the Philippines, with the support of energy companies and TelCos, local governments, content providers and developers, as well as funding agencies and development institutions.
